It's an extract of an English film ( Fackham Hall (British English))which was released in 2025. Nobody is able to translate in french or to explain in english what does it means "
-Ladies and gentlemen, please welcome the bride and groom to be, Mr Archer Bald Davenport and Miss Poppy Davenport, his fiance and first cousin.
(applause)
-My word, Mary, a man. Hey Constance, he’s so good looking like a petty brief. I can’t wait till I mary a man. For it is only then that my life will be of any worse. Miss Valentine have you met the Bectil sisters?
-Ladies and gentlemen, it is very rare you find someone so beautiful, so intelligent, someone that you would move heaven and earth for. But after years of searching, Poppy found me. I just feel so lucky. I mean, after all, we have so much in common.
-For example, our grandparents.
-Yeah. Please, enjoy the festivities.

Hello
Maybe it has something to do with this :
Why are British lawyers called “briefs”?
The term is British slang for a barrister who defends or prosecutes cases in court. It comes from the package of notes/papers of the case they are either defending or prosecuting. Also arises because of the fact that they are verbally “briefed” by the solicitors who prepare the case.
And also :
This term is used by British gangsters/ criminals/villains/ bad guys to refer to their legal advisers. It might be a London thing.
It is often heard in British films and television dramas.
Now why would a brief be petty and thus good-looking? I don’t know.
