Hello,
I've encountered this phrase “diluting content" ,and found the explanation about "dilute" on in a dictionary.

But,it's hard to guess the suitable meaning of the whole phrase.

What exactly it means does it mean?

Hello,

It means that people have to keep close to the subject of the discussion in order not to speak about something different from what the subject originally was, and not to take into account what other people say about the subject.

Hello!

In this context, based on the link that you sent, this means that they want to balance maintaining neutrality without diluting (i.e. omitting, reducing) content. Wikipedia is a collaborative encyclopedia, so they value the contributions of their contributors. However, because there is such an open policy for contributing to the site, there is also the problem of the content not maintaining a neutral position. So, their goal is to have a very rich, informative site as long as the information that is contributed remains neutral.

So I don't think it's as much about the information straying from the original topic as it is about the information not remaining neutral.
